A chain reaction where one jurisdiction’s peaceful innovation (rules, funding, pilots, standards, procurement patterns) makes the next one easier—because evidence, templates, and risk controls are shared. It’s “contagious competence,” not “influence operations.”

What these dashboards actually do ⚙️

They translate research into: program designs, governance checks, funding criteria, monitoring metrics, and procurement-ready specs—plus a “do-no-harm” gate that blocks weaponizable designs by default.

This structure is optimized for policy teams: each module is independently deployable as a static site and can be mirrored to any host. Keep each module’s index.html self-contained.

New module? Create XX_MODULE_NAME/index.html + docs/. Then add it to “Control Tower” navigation and “Bibliography” index. Keep modules linkable, printable, and citation-heavy.

2) Meta Prompt Chain for Claude — generate each platform safely 🧵

This chain is designed to produce one index.html per module, with built-in safety gates, traceable citations, and a “no coercion / no harm” posture.

- Lists 8–15 key claims used by the dashboard
- For each claim: provide a citation link + why it matters for policy decisions
- Separate normative claims (values) from empirical claims (evidence)
- Flag uncertainty / limitations / bias risks

Then embed those claims into the dashboard sections (do not dump a bibliography without using it).
Never quote more than short excerpts; paraphrase and link.
